An international team of researchers detected the new planetary systems by combining information collected during years of observations at the Keck Observatory in Hawaii and the Anglo-Australian Telescope in Australia. The astronomers combed the data looking for minute variations in the starlight caused by gravitational tugs of orbiting planets. "This was not the kind of 'ah-ha' moment where you look into the telescope and see the planet sitting there," Laughlin said. "The signal builds up over time." Refinements in planet-hunting techniques should make detection of Earth-sized planets possible in about a year, he added. "The practical limits for finding terrestrial planets around nearby stars is a lot more optimistic than what was thought to be the case a few years ago," Laughlin said. The newly discovered planets are too close to their parent stars for liquid water to exist on their surfaces, a condition that is believed to be necessary for life. Still, scientists say

POPSUnion Calls NBC Grinch....Threatens Strike During Tree Lighting The union is accusing NBC of growing "increasingly hostile, ignoring the concerns of the union's membership," and it has created a Web site, NBCStoleChristmas.com, to promote its cause. "We can't let the Grinch at NBC steal another Christmas from thousands of honest working people," NABET-CWA Local 11 President Ed McEwan said in a news release. "This charade must stop. Christmas is supposed to be a time of goodwill, but the network's management is trying to hide behind their fancy lights while leaving their employees in the dark." The union says it represents nearly 3,000 of NBC's producers, writers and technicians. NBC Universal fired back at the union in a statement saying the union canceled three days scheduled for negotiations, Nov. 18, 19 and 20, and has not offered alternative dates. The phrase appears once in the Preamble, but the Preamble gives the legislative branch no authority whatsoever. "General welfare" is also mentioned once in Article I, Section 8. Here is what it actually means in that section. The powers of the legislative branch are stated in the Constitution. The powers specifically granted to the Congress are spelled out in Article I, Section 8.
